Difference between Quality Management System Registration Body Accreditation Scheme and Product Certification Body Accreditation Scheme

The certification/ registration scheme of quality management systems (QMS) is only concerned with systems and processes and does not cover the evaluation of products themselves. Under the Accreditation Scheme for QMS Registration Bodies, JAB accredits bodies against ISO/IEC Guide 62: 1996, which covers the competence of bodies operating assessment and registration of the quality management systems of organizations against system standards, at the stages of design, production and servicing of products.

In the case of product certification bodies, however, the accreditation scheme covers bodies that certify that specific products conform to relevant product standards. JAB accredits product certification bodies against the international standard ISO/IEC Guide 65: 1996, which covers the competence of such bodies to evaluate specific products (using test and inspection reports, quality system assessments, etc.), and the competence of individual personnel engaged in product evaluation activities, the use of appropriate methods and equipment etc.

Manufacturers whose products are certified by product certification bodies accredited under ISO/IEC Guide 65 are allowed to apply (attach) the JAB logo to their products. Organizations that are assessed and registered by a certification/ registration body accredited under ISO/IEC Guide 62 are not allowed to apply the JAB logo to their products.

Accredited QMS certificates carrying the JAB logo are widely accepted within countries where JAB has concluded a mutual recognition agreement with its counterpart national accreditation body. International mutual recognition of accreditation of product certification schemes is still under study at the level of the regional accreditation grouping, PAC.
